Introduction

The disaggregation of a licence entitlement is permitted to provide for greater flexibility when introducing new vessels to the fleet and when topping up the tonnage and/or kilowatts of an existing vessel.

This allows a licence entitlement holder to break up an entitlement into smaller components of tonnage and engine power.

Who can apply?

Use this application if you are the current licence entitlement holder or the holder of a disaggregated component and you need to split it into two or more licence entitlements.

Important information

New holders

If you will become a holder for one or more of the new licence entitlement(s), you do not need to complete this application. However, you will need to provide the current holder with the following details so they can tell us that they are surrendering their rights to the licence entitlement(s) to you.

The current holder will need the following details for all new holders;

  • name
  • address
  • email address
  • mobile phone number
  • your company registration number if you are a UK company.

Once Marine Management Organisation receive the application from the current holder, we will notify you by email and you will be able to check the licence entitlement details. If everything is in order, we will aim to send your notification of licence entitlement within 5 working days.

Current holders

Information you will need to complete this application;

1) Details of the current licence or licence entitlement you want to disaggregate, this is known as the 'donor'. These can be found on either your;

  • Notification of a licence entitlement AFL7 section D, or, AFL19 section F.

2) We also require photographic ID for current licence entitlement holders, such as a copy of passport, driving licence or national identity card so we can complete an identity check. If a holder does not have photographic ID we will accept one of the following: a birth certificate or an old style driving licence.

3) If you are transferring any of the new component licence entitlements to another party you will need the following details for all new holders.

  • Name
  • Address
  • E-mail address
  • Mobile phone number

4) The company registration number if any parties are a company.

Before you apply

  • This form cannot be processed until any Fixed Quota Allocations (FQA) attached to the licence entitlement have been removed and either placed onto a holding statement, dummy licence or, transferred to another entitlement. Rules

  • You are applying to split/disaggregate a licence entitlement and want to create 2 or more new licence entitlements from it.

  • Where the donor licence entitlement carries with it eligibility to fish in cod area 7d and/or the sole recovery zone (SRZ) provided the donor vessel will no longer be using that eligibility, such eligibility to fish in cod area 7d and/or SRZ will transfer to all the disaggregated component elements.

  • On disaggregation, any beam trawling, scallop dredging or shellfish permit associated with the licence can be used in one component only, either collectively or singly (i.e. if an entitlement has a shellfish and scallop permit and is being disaggregated into two parts, the shellfish could go with one component and the scallop the other or one component could have both shellfish and scallop permits).  The remaining components of the disaggregated licence entitlement not allocated with the full permit will be recorded as having a track record apart from suspended shellfish where all parts will be recorded as being suspended.
