A licence entitlement is created when a licence is no longer attached to an active fishing vessel. This may occur when a vessel:
1) have a licence/licence entitlement that is administered by the Marine Management Organisation
2) are the current licence/licence entitlement holder, or, if you are the executor for the estate of the deceased holder.
3) are one of the licence/licence entitlement holders applying on behalf of all holders. You must have permission from all holders to make this application.
You do not need to complete this application but you will need to provide the current holder with the following details so they can tell us that they are surrendering their rights to a licence/licence entitlement to you.
The current holder will need the following details for all new holders;
Once Marine Management Organisation receive the application from the current holder, we will notify you by email and you will be able to check the licence/licence entitlement details. If everything is in order, we will aim to send your notification of licence entitlement within 5 working days.

2) If you are transferring the licence entitlement to another party, we need the name, address, email and phone number of all new licence entitlement holders.
3) We also require photographic ID for all current licence/licence entitlement holders, such as a copy of passport, driving licence or national identity card so we can complete an identity check. If a holder does not have photographic ID we will accept one of the following: a birth certificate or an old style driving licence.
4) For an executor of an estate, you will need to provide proof of probate.
